Multistory buildings with height more than 15 meters and all industrial buildings are required to obtain fire safety approval from the concerned fire service authority. Fire safety measures play an important role in protecting people, buildings and property from fire-related incidents.

Documents Required

A. Provisional Fire Safety Approval

  1. Authorization Letter.
  2. Application from the Individual / Company / Society on letterhead, duly stamped and signed by the authorized signatory or the Architect / Civil Engineer appointed by the company, along with the authorization letter issued by the company. It should also indicate the detailed address of the site and the Development Control Rules applicable to the proposed development, such as Municipal Corporation, Municipal Councils and nearest available fire service.
  3. Two sets of all architectural drawings in metric system, including Block Plan, Typical Floor Plan, Section & Elevation Plan, along with floor-wise area calculation certificate duly signed by the Architect / Civil Engineer. This should include free-of-FSI areas such as basement, underground tanks and underground solvent storage areas. If drawings are already approved by a competent authority, one set of the true copy should be enclosed.
  4. Brief note on activities to be carried out in the building. For industrial or storage buildings, the process flow chart of the plant duly certified by an authorized person on their letterhead should be submitted.
  5. Brief note on the fire prevention and protection measures. In case of an existing building, one set of drawings of the existing fire protection arrangements should be submitted.
  6. Block Plan of the building showing the width of the main road on which the plot is located, activities of adjacent plots, width of the main entrance, other entrances, basement details, activities carried out in the basement, marginal spaces, approach roads around the building and other industrial details such as transformer yard, utility block, raw material and finished goods storage, tank farm area and storage of hazardous gases and liquids such as LPG, "A", "B" and "C" class petroleum products and LDO.
  7. In case of an industry, the list of raw materials, including consumable materials such as LPG cylinders and diesel generator storage quantities, and finished goods with their quantities and storage locations should be marked on the Block Plan.
  8. Details of centralized air-conditioning systems, provision of fire dampers, ventilation systems, etc.
  9. If handling, processing or storage of any material requires permission from government agencies, copies of approvals from agencies such as Chief Controller of Explosives (CCE), Excise Department, Gas Authority, MPCB, DISH, FDA, etc. should be submitted. In case of high-rise buildings falling around an airport, approval from the Civil Aviation Authority may also be required.
  10. If the building is in existence and has obtained an Occupancy Certificate, fire approval and occupancy certificate issued by the concerned planning authority should be submitted along with the approved drawings.
  11. Copy of Registration and License of the company.
  12. The Architect / Civil Engineer shall certify that the proposed construction plans conform to the development control rules of the concerned competent authority and/or applicable provisions of NBC-2005.
  13. Fire Protection Fund Fees Receipt. This shall be issued by the Director's Office after the first submission of the file.

B. Final Fire Safety Approval

  1. Authorization Letter.
  2. Application from the Individual / Company or the Architect / Civil Engineer appointed by the company, along with the authorization letter issued by the company.
  3. One set of all drawings approved by the concerned planning authority, including Block Plan, Typical Floor Plan, Section and Elevation Plan, along with a copy of the provisional approval issued by the concerned office, if applicable. Revised drawings should be submitted if any modifications were made during construction.
  4. If any modification has been made in the industrial building, the Block Plan should properly depict the main entrance, second entrance, surrounding plots, roads, basement, marginal spaces, approach roads, capacity of underground water storage tank and other details such as transformer yard, utility block, raw material and finished goods storage, tank farm area and storage of hazardous gases and liquids such as LPG, "A", "B" and "C" class petroleum products and LDO.
  5. If any modification has been made in the residential building, the Elevation Plan and Typical Floor Plan should properly show exits, fire escapes, travel distance along the travel line, provision of lift and fire lift, terrace-level water storage, location of fire duct, fire extinguishers, hydrant system, sprinkler system and alarm system. Details of basement, sub-basement, ventilation systems and exits should also be provided.
  6. If there is any change of activity in an industrial building, the list of raw materials and finished goods, quantities and storage locations should be marked on the Block Plan. Details of centralized air-conditioning systems, fire dampers and building ventilation should also be provided.
  7. Certificate issued by a licensed agency approved by the Director, Maharashtra Fire & Emergency Services, or by the Chief Fire Officer of the Local Authority or Special Planning Authority. In some cases, the Fire Department representative may carry out the final inspection of the plant. During the inspection, recommendations given during the provisional stage will be checked.
